I live near the water and my basement smells and I noticed all black mold on one of the walls.
My husband washed it down with bleach and now it has started to grow back.

Mold will always grow back until you remove the water source. I like to think of mold as a warning that something is wrong.
It won't grow in dry areas so you may have a water leak or similar, best to get it checked out to see what the underlying problem is.
I prefer to treat it with salts that last a long time.
Remember that dead mold can be just as allergenic as living mold. Handle them both with care.
